The Bylaws amendments adopted by members in December 2016 changed the Council’s principal purpose from MOU implementation (and by extension BMP adoption) to other activities that promote conservation and efficiency. The Partnership is no longer developing new BMPs or amending existing ones. The existing BMPs are the Council’s legacy to utilities that are just starting water conservation and efficiency programs, or that need to ramp programs up quickly.
