CUWCC Cost-Effectiveness Analysis (CEA) Tool Spreadsheet

Use the Cost Effectiveness Analysis (CEA) Tool to help guide decision making on an appropriate methods of conservation program implementation. The tool is series of MS Excel spreadsheets that evaluate a one-year investment in implementation compared to the benefits in lifetime water savings. This “return on investment” approach is useful to understand the basic business case for the various Programmatic BMPs, Flex Track and annual savings towards Gallon Per Capita Per Day (GPCD) targets as the compliance approaches for the current CUWCC MOU (as of June 2011).
The CE spreadsheets are updated from past CUWCC spreadsheets that evaluate the old (pre-2008) BMPs one at a time. The past and current methodology is based on the approach developed from worksheets within American Water Works Association (AWWA) Pacific Northwest Section publication, Water Conservation Handbook, 1993 authored by Bill Maddaus and others and recently republished as Water Conservation For Small and Medium Utilities (AWWA, 2010).

Decision Support System (DSS) Model
When seeking a more comprehensive and multi-year program planning tool, use the Decision Support System (DSS) model to help complete your long range water conservation plans. The DSS model provides a robust cost effectiveness analysis of existing or new custom conservation programs. With more detailed features than the CEA tool, including a water demand forecast, assessment of plumbing code benefits, and more careful consideration of conservation potential, the DSS model provides a higher level of accuracy for long-term conservation measure costs and savings for water utilities.
Originally created by Maddaus Water Management in 1999 and continually upgraded with new features, the DSS Model was thoroughly tested by the Council in 2006. The Model has been used for over 150 agencies nationwide serving water to more than 15 million people.
As a Council benefit, Group 1 members in good standing have access to the tool at a reduced fee. The model is available to others at full cost. Email email@example.com for more information on obtaining the DSS Model.
Direct Utility Avoided Costs/Environmental Benefits Models
The purpose of the Direct Utility Avoided Costs and Environmental Benefits Studies project was to conduct research and develop a model that will assist water utilities with calculating avoided costs and developing methods to quantify for the first time the environment benefits and costs associated with implementation of water efficiency programs.
